The Relationship between CCAMLR and UN Agreements in the Context of Representative Systems of Marine Protected Areas Público Deposited

Abstract
  • The Commission for the Conservation of Marine Living Resources (CCAMLR) is a body under the Antarctic Treaty System (ATS) responsible for conserving marine life in the Southern Ocean which includes provisions for establishing Marine Protected Areas (MPAs). CCAMLR began working towards establishing a representative network of MPAs in 2002, in line with global targets, including those set under United Nations (UN) agreements. Within a 20 year time span (2002-2022), Agreements under the UN can be seen as their own regime adjacent to the ATS, as both are similarly committed to the conservation goals of a global representative system of MPAs. This honors thesis will present a qualitative analysis of CCAMLR meeting documents and findings of common themes and grouping of ideas related to UN agreements and representative networks of MPAs. The analysis will result in an in depth look at Antarctic governance and policy and how it relates to international perspective on MPAs in the Southern Ocean. The frequent mentionings of representative systems of MPAs and an international definition of MPAs are supported in UN agreements like the World Summit on Sustainable Development (WSSD), Convention on Biological Diversity (CBD), UN Sustainable Development Goals (UN SDGs), and the UN Convention on the Law of the Sea (UNCLOS), including the Biodiversity Beyond National Jurisdiction (BBNJ) agreement. The thesis concludes with reflection on the current and future relationship with UN agreements/bodies and CCAMLR in terms of representative systems of MPAs and the common goal of marine conservation.
