Abstract
  •

This research provides an overview of the complex issues surrounding water allocation in the state of Colorado, highlighting the inadequacies of the state’s current system and the challenges posed by climate change. It explores the outdated frameworks and principles governing water policies, which prioritize agricultural interests at the expense of other stakeholders such as municipalities and the recreation industry. Divergent perspectives among stakeholders underscore the need for a more inclusive approach to water allocation throughout the state, particularly concerning increased access to water for river recreation and expanding cities. Additionally, the impact of climate change on Colorado's water resources, including droughts and diminishing streamflow, exacerbates the need for adaptive strategies for water use. Managing competing interests requires finding common ground and highlighting the importance of stakeholder engagement in water policy discussions. Failure to address these challenges may lead to escalating tensions among stakeholders and exacerbate the pressing issues facing Colorado's water resources.
