- Abstract
The growth of school choice programs, including publicly funded private school vouchers and charter schools, raises questions about their effectiveness and cost. A WILL report analyzes Wisconsin test score data using statistical adjustments to compare public, private "choice," and charter schools. It concludes that choice schools are more effective and lower cost, offering “more bang for the buck.” However, limitations in the data, lack of fiscal analysis, and missing methodological details weaken its claims and reduce its value for informing policy.
