Two bills, introduced in Congress within a week of each other in July 2017, have for the first time meaningfully shifted the discussion of pre-1972 sound recordings away from the courts and on to Capitol Hill. The article discusses the relative merits and deficiencies of HRs 3301 and 3350, concluding that the latter is exciting but unlikely to move, and the former is well-intentioned, but fatally flawed.
